We are ready for negotiations to ensure sustainable peace. Our policy is very clear – borders cannot be changed by force.’  Ukraine is going through the most difficult time in its history due to this plan. Because it seems to be in favor of Russia. And Ukraine is under pressure from the United States to agree to it. The statement also expressed concern about the reduction in the number of members and weapons of the Ukrainian military. 

It was said that this could weaken Ukraine in the face of future attacks. The statement also said that the implementation of European Union and NATO-related issues requires the consent of EU and NATO members, respectively. According to a Reuters report, Washington’s 28-point plan calls for Ukraine to cede some territory, accept reductions in the size of its military and weapons, and abandon its desire to join NATO. It also includes proposals that Moscow may object to and that Moscow would have to withdraw troops from some areas it has occupied.
